Ukraine is still technically open to some foreign visitors, but it is not functioning as a normal leisure destination right now. Travel is heavily constrained by the war, with daily security risks, closed airspace, and frequent disruptions to transport, banking, and communications. Leisure tourism exists only on the margins and is war-conditioned rather than routine.
